MERIDEN — The city’s Planning Commission voted 4-0 Wednesday to grant a provisional special exception to Red Cardinal LLC for a retail cannabis dispensary at 834 Broad St.
Members of the public expressed concerns about traffic at a public hearing that preceded the vote. The city’s traffic engineer initially shared similar concerns, but was satisfied after Red Cardinal presented a traffic study that the dispensary use would not generate more traffic than the site’s prior use as a bank.
Red Cardinal is a partnership formed by local businessman and developer Salvatore R. Carabetta. The company also has an existing dispensary in Amherst, Massachusetts. and provisional permits in Princeton, and Westfield. It has a provisional permit for a cannabis production facility in Worcester, Massachusetts.
Red Cardinal had secured a provisional permit for the site in 2018 when the state was awarding medical dispensary licenses, but only Willow Brook Wellness Center was selected from the city. Willow Brook has also received a provisional permit for a hybrid medical and recreational cannabis operation on East Main Street.
Kermit Hua, of KWH Enterprise LLC told the commission the Red Cardinal dispensary was likely to generate 21 trips in the morning hours and 42 in the afternoon. If granted a state license, Red Cardinal will operate
